Newport City Council members are set to discuss a resolution aimed at addressing transportation and parking challenges during large events in the city. The “Transportation Parking Policies for Large Events” resolution will be considered during the council’s regular meeting on Wednesday, Aug. 14, at Newport City Hall.
Introduced by Councilors Lynn Underwood Ceglie and Jeanne Marie Napolitano, the resolution seeks to mitigate the impact of high-attendance events on Newport’s residents and infrastructure. The meeting is open to the public.
Newport, home to 25,000 residents spread across 7.7 square miles, attracts an estimated 3 million visitors annually. The city’s rich cultural heritage, historic treasures, and natural beauty make it a popular destination for tourists and event organizers alike.
While these events contribute significantly to the local economy, they also place increasing demands on city resources and infrastructure. The summer of 2024 has been particularly challenging for residents, who have faced heavily traveled main and side roads during special event weekends.
The resolution states, “It is the responsibility of the City Council to ensure that these events remain compatible with surrounding neighborhoods by minimizing traffic and congestion on City roads.”
Recent large-scale events, such as the U.S. Senior Golf Tournament held in June 2024, have demonstrated the effectiveness of strategies outlined in the 2022 Transportation Master Plan. These include the use of off-site parking, resident-only corridors, and wayfinding programs to alleviate traffic across the city.
The Transportation Master Plan identifies specific steps the city can take to address residents’ transportation and parking concerns. These include working with the Rhode Island Department of Transportation to activate the new interceptor parking lot on JT Connell Highway and establishing standards for mobility hubs and alternate mobility options.
If passed, the resolution will direct city staff, including representatives from the City Clerk’s Office, Planning, Public Services, Police, and Fire Departments, to present recommendations to the City Council. These recommendations will aim to amend the city’s Special Event policies to reduce congestion and address quality of life issues caused by high-attendance events.
The resolution emphasizes the need to balance the benefits of hosting special events with the well-being of Newport’s residents. It states, “Newport is host to a wide variety of special events that enrich the community for both visitors and residents alike, simultaneously contributing greatly to our economy and placing an ever-increasing demand upon City resources and infrastructure.”
By implementing more effective transportation and parking strategies, the goal of the resolution is to minimize the negative impacts of large events on residential neighborhoods. The resolution notes that these events have been “negatively impacting air quality and the quiet enjoyment of our residential neighborhoods.”
The upcoming council meeting provides an opportunity for residents to voice their opinions on the proposed resolution. With seven councilors on the council, the discussion is expected to cover various aspects of the city’s approach to managing large events and their impact on local infrastructure.
