Newport is a world-class destination but also our home. We share our City with everyone from billionaires to beach bums. The Council- Elect is strong and will need to focus on spending that keeps Newport livable so families can thrive. Xay will continue to lead the Council in creating more workforce housing, improving our schools and building more resilient infrastructure. Editor’s Explainer – Newport operates under a Council/City Manager form of government, as provided by its home rule charter. The seven-member Council consists of three ward representatives and four At-Large members, all serving two-year terms.
The position of Mayor/Council Chair is determined by a vote among the seven Council members, with only At-Large councilors eligible for the role. Both Napolitano and Khamsyvoravong have previously held this leadership position.
