Two Portsmouth Transfer Station contract workers are facing charges for allegedly accepting bribes to allow unauthorized trash disposal. Paul Lapierre, 46, and Ricardo Torres Alcantar, 45, both from Providence, Rhode Island, were arrested on January 18 following an investigation by the Portsmouth Police Department.

The investigation kicked off earlier this month when someone spotted a non-resident entering the transfer station without a valid pass. Lapierre reportedly let the individual dump their trash for $50 in cash, then split the money with Torres Alcantar.

According to the Portsmouth Police Department, “Lapierre talked to the person, who admitted they didn’t have the required permit. Lapierre then allowed them to get rid of their trash in exchange for $50 cash.”

Both men work as contractors for Waste Connections at the Portsmouth Transfer Station.

Lapierre and Torres Alcantar are charged with soliciting/accepting a bribe as an agent, employee, or public official, and conspiracy.

After their arraignment by a Justice of the Peace, they were released on $2,000 personal recognizance bonds. They’re set to appear in Newport County District Court on January 23.

The authorities have also issued No Trespass Orders, banning both men from the Portsmouth Transfer Station.
