The Portsmouth Democratic Town Committee elected Juan Carlos Payero as its new chair on Monday after Leonard “Len” Katzman stepped down from the role he held for 18 years.

Katzman, who became chair in 2008, announced his resignation at the committee’s monthly meeting on Feb. 2.

“When I first accepted the role of chair in 2008, I did so because I believed in the potential of this Committee and in the power of dedicated people working together for the common good,” Katzman said. “Serving as chair has been an extraordinary privilege, and I will forever be grateful for the trust and partnership of so many remarkable individuals.”

Katzman endorsed his successor, saying Payero “brings energy, integrity, and a clear vision for the future of our Party.”

Payero, a member of the Portsmouth Town Council since 2024, previously served on the Portsmouth School Committee beginning in 2018 and was its vice chair from 2020 to 2024. Professionally, he manages government relations for the National Safety Council, working with states across the country. He has also held multiple roles within Rhode Island’s executive and legislative branches.

His community involvement includes serving as the founding board president of the St. John’s Lodge Food Bank, now the Aquidneck Island Food Pantry, and Conexión Latina Newport. He previously served on the board of the Newport Partnership for Families and has coached youth sports.

“I am honored to follow in Len’s footsteps,” Payero said. “Our focus will be on strengthening voter engagement, advancing policies that reflect our shared values, and continuing to build a vibrant, inclusive Portsmouth and Party.”
