The Alexander C. Cushing International Law Conference, the sixth annual gathering of the Stockton Center for International Law at the U.S. Naval War College, drew participation from over 200 attendees from a diverse range of backgrounds.
The conference, themed “Multi-Domain Operations in the Indo-Pacific and International Law,” offered a platform for the international community to come together and share knowledge on the application of international law in the Indo-Pacific region. The three-day event included 17 panels covering a range of topics, such as international law applicable to naval and joint operations, the synchronization of special operations, and cyber and space operations.

The conference began with a keynote address by Vice Adm. Darse E. “Del” Crandall, Jr., Judge Advocate General of the Navy, who stated that the current state of international affairs requires a high level of legal coordination between partners and allies. In his remarks, Crandall emphasized the need for the U.S. Navy to improve its ability to analyze, anticipate, and blunt the various lawfare strategies employed by strategic competitors.
The Cushing Conference is part of the NWC’s efforts to support international engagement and promote the rules-based order. The conference is also aimed at strengthening the interoperability of partners and allies, particularly in East Asia.
The information gathered from the conference will be published in International Law Studies, the oldest journal of international law in the United States. The publication of this information will help to disseminate the knowledge and promote the international community’s understanding of the law as it applies to naval warfare.
