The Newport City Council will next meet on Wednesday, September 13th at 6:30 pm in the Council Chamber at Newport City Hall, here’s what they will review, vote on and discuss.

The meeting is open to the general public and there is an opportunity for the public to speak (on a topic not already on the agenda) at the beginning of the meeting.

1 – Newport Tourism Marketing Management

There will be a public hearing in regards to a petition to create and approve the Newport Tourism Marketing Management District (NTMMD) and Newport Tourism Marketing Management. The NTMMD is looking to include all non-timeshare lodging

The NTMMD is looking to include all non-timeshare lodging properties with 20 rooms or more located in Newport. The purpose of the NTMMD is limited to providing tourism marketing services designed to increase room night sales and revenue at included properties. Those properties that become members of the NTMMD will be taxed a special tax rate of $1 per paid occupied room per night. The special tax assessment is estimated to raise approximately $338,000 annually to fund tourism marketing services designed to increase room night stays and revenue from the assessed lodging properties. The NTMMD will pay the City of Newport an administrative fee of 3% for the collection of the special tax assessment.

2 – Special Event Licenses

There are 10 special event licenses being applied for, those applying for the licenses include Island Moving Company (3 applications), Newport Tree Society, Amica Mutual Insurance, Newport Festa Italiana, Newport Flea Market, Bowen’s Wharf, Fort Adams Trust and Gray Matter Marketing.

3 – Communications

There is a request for a neighborhood block party from two residents, one on Greenough Place and the other on Hoppin Road.

The Historical Preservation & Heritage Commission will provide the City Council with a revised National Register nomination for the Kay Street, Catherine Street and Old Beach Road district.

Senator Jack Reed has written to Mayor Winthrop congratulating the Mayor and the people of Newport on receiving City Tree Recognition from the National Arbor Day Foundation.

The Tiernan family, who reside on Whitwell Place, is requesting the City Council to consider the placement of a stop sign (and “children at play” signs) on the corner of Watson Street and Whitwell Place.

4 – Licenses & Permits

Mudville Cafe and Stoneacre Pantry have both applied for a new Class A (Indoors) Entertainment license.

5 – Resolutions

City Council will recognize recipients of the 2017 Doris Duke Historic Preservation Awards.

6 – Communication from City Manager/Action Items

City Council will review 6 action items;

1 – Action Item #5689/17  re:  Newport Police Department 2017 Byrne Grant (w/accompanying resolution) – The Newport Police Department recommends that the City of Newport approve an application to the U.S. Department of Justice for the 2017 Edward Byrne Memorial Justice Assistant Grant Formula Program: Local Solicitation, in the amount of $20,680, for use in the Police Department’s 2017 Directed Enforcement program.

2 – Action Item #5690/17  re:   Change Order #1- 17-041 – Catch Basin Separation 2017 Project  (w/accompanying resolution) – The Department of Utilities, Water Pollution Control Division staff recommends that the construction contract for the Catch Basin Separation 2017 Project to East Coast Landscaping & Construction Inc, of Portsmouth, be amended in accordance with Change Order #1 for the amount of $67,720.00. The new contract amount will be $345,670. Funding for this project will be provided from the Water Pollution Control Capital Improvement Program.

3 – Action Item #5691/17  re:  Award of Contract-Bid #18-006 – Marsh Street Storm Drain Improvements  (w/accompanying resolution) – The Department of Utilities staff recommends the award of the construction contract for the Marsh Street Storm Drain Improvements to John Rocchio Corp of Smithfield for the sum of $1,674,511.00. An allowance of $110,000 for police details was included in the bid documents, however, this amount will be paid directly by the City. The project also includes relocation of water infrastructure to accommodate the storm drain improvements which will be paid by the Water Fund. The total recommended expenditure for this project shall be $1,784,511.00 of which $1,525,226 will be paid from the Water Pollution Fund and $259,285 from the Water Capital Project Fund.

4 – Action Item #5692/17  re:  Amendment #3 – Contract # 15-037 – Engineering Services for Drainage Investigation and Flooding Analysis  (w/accompanying resolution) – The Department of Uitilities, Water Pollution Control Division staff recommends the award of Amendment #3 for Drainage Investigation and Flooding Analysis for Wellington Avenue and Bridge Street for an amount not to exceed $289,940.000. It is also recommended that the term of the contract be extended to June 30, 2018.

5 – Action Item #5693/17  re:  Award of Bid #18-012 – Cardines Field Infield Replacement  (w/accompanying resolution)- The Department of Public Services recommends award the Cardines Field Infield Replacement contract to the lowest, responsive bidder, Sports Turf Specialties, Inc of Wrentham for a total not to exceed cost of $94,752.31.

6 – Action Item #5694/17  re:  Award of Contract #18-010 – Edward King House Masonry Repairs & Associated Work (w/accompanying resolution) – The Department of Public Services recommends awarding the contract associated with the Edward King House Masonry and Associated Repairs to E&J Masonry of Cumberland to not exceed the cost of $29,000.00.

7 – Board Of License Commissioners

The Board Of License Commissioners will review an application for a daily liquor license application for the Oliver Hazard Perry to serve alcohol during Bowen’s Wharf Seafood Festival on October 14th and 15th, and Fort Adams Trust to serve alcohol during the Newport 10 Miler in June 2018.

Mudville Cafe will also officially change their dba from Cavu Cafe to Mudville Cafe.
