The Newport City Council will hold a public hearing on the city’s fiscal year 2027-2031 Capital Improvement Program when it meets Wednesday evening, headlining a packed agenda that includes infrastructure projects, new ordinances and a resolution recognizing Black History Month.

The meeting is scheduled for 6:30 p.m. at City Hall, 43 Broadway.

The capital plan hearing follows a workshop held Jan. 7, with Finance Director Jim Nolan providing a revised CIP schedule for council review.

Several action items carried over from the Jan. 28 meeting are expected to come before the council, including engineering services for a Cliff Walk restroom expansion and a roof and soffit replacement at the Touro Fire Station. The council will also consider awarding a contract for concrete repairs at the Gateway Parking Garage and a vote on the 2025 Aquidneck Island Regional Hazard Mitigation and Flood Management Plan.

A proposed amendment to the city’s mooring permit classification and quota ordinance will get its first reading, while a second reading is scheduled on changes to designated no-parking zones.

On the consent calendar, the council is set to approve a slate of upcoming special events, including the 2026 Newport Winter Festival, scheduled for Feb. 13-22, and a series of summer concerts in Touro Park. The Clagett Sailing regatta is also set to return to Fort Adams in late June.

The council will also consider resolutions on the use of speed camera revenue for a school restricted fund, snow removal and a proposal related to a birthing center.

Two resignations will be received — Sean O’Connor from the Discover Newport Board of Directors and Hugo J. DeAscentis Jr. from the Aquidneck Island Planning Commission. Six appointments to the Academic Integration Advisory Commission and one to the Beach Commission are also on the docket.

Following the regular meeting, the council will convene as the Board of License Commissioners to consider daily liquor licenses for St. Augustin Church’s fish and chip dinners during Lent, a Newport Art Museum author event and the Clagett Sailing regatta.
