The City Council will open its Wednesday meeting with a proclamation honoring former state Sen. David R. Carlin Jr., who died Dec. 12 at age 87.
Carlin served Newport on the School Committee beginning in 1975 before winning election to the Rhode Island Senate in 1980. He rose to Senate majority leader from 1988 to 1990 and won the Democratic nomination for Congress in 1992. He later returned to the Newport School Committee from 2001 to 2009.
A Pawtucket native and Providence College graduate, Carlin taught at the Community College of Rhode Island for more than 40 years, retiring after his 80th birthday. He authored seven books and numerous articles throughout his career.
The meeting is scheduled for 6:30 p.m. at City Hall.
The council is expected to approve three grants totaling $300,000: $150,000 from the van Beuren Charitable Fund, $50,000 from the Rhode Island Infrastructure Bank for Gooseneck Cove mitigation and restoration, and $100,000 from Rhode Island Health and Human Services for opioid response efforts.
Permits for the Newport Folk Festival, scheduled for July 24-26, and the Newport Jazz Festival, set for July 31 through Aug. 2, are also on the agenda. Both events would take place at Fort Adams State Park. The permits were continued from the Dec. 10 meeting.
The council will also hear an application to transfer a liquor license from Boru Noodle Bar on Broadway to a new hotel approved for the Bellevue Gardens Shopping Center at 181 Bellevue Ave. The developers are seeking to convert a Class BL license to a Class BT license because no BT licenses are currently available, according to an application filed with the city. Elizabeth Procaccianti is the sole owner of the new entity, 181 Bellevue Beverage Manager LLC.
