The Middletown Town Council will tackle a lengthy agenda Monday, Jan. 5, including consideration of a license plate recognition camera network and receipt of the town’s five-year capital improvement program.

The town administrator will provide updates on town projects, the school building project and the library building project. The council will also hear a request for a noise ordinance variance related to the Middletown Middle High School project.

Among the key items on the agenda:

License plate reader cameras: The council will consider awarding a contract to Flock Safety for installation of six license plate recognition cameras and a one-year subscription for $21,900, funded from the Rescue Wagon Special Revenue Fund.

Capital improvement program: Councilors will receive the proposed FY2027-2031 Capital Improvement Program.

Property revaluation: The council will consider awarding a contract to Vision Government Solutions Inc. for a full revaluation of taxable and exempt real property effective Dec. 31, 2026. Two options are on the table: a basic inspection totaling $333,000 or an enhanced inspection totaling $499,000.

Liquor license transfer: Acting as a Board of License Commission, the council will consider an application to transfer a Class BT liquor license from Middletown Tenant LLC, doing business as The Helmway, to GRJ Middletown LLC, doing business as The Pell, at 425 East Main Road. A public hearing is scheduled for Jan. 20.

Legislative priorities: The council will consider several resolutions requesting action from the town’s state legislative delegation, including support for amendments to the state Payments in Lieu of Taxes statute to include certain Department of Defense properties, funding for a regional emergency shelter, special education funding and student transportation, and extending veterans’ property tax exemptions regardless of dates of service.

Capital improvements ordinance: The council will hold a second reading on an ordinance amending Chapter 35 of the town code, which would change the capital improvement program from a six-year to a five-year planning period and increase the equipment cost threshold from $25,000 to $50,000.

The council will also consider approving a special event permit for the Middletown Annual Egg Hunt, scheduled for March 28 at the Wyatt Road Soccer Fields.
